Highly motivated, analytical, results-oriented debt capital markets professional with 27 years’ experience in the global fixed income markets.  Consulting work involves advising governments on a range of topics related to public debt management across financial markets, governance and operational disciplines. 

These include: 

  •  Strengthening institutional arrangements

  • Developing domestic capital markets and annual borrowing plans

  • Bolstering debt management capacity, e.g. for Liability Management Operations

  • Designing strategies for managing key stakeholder relationships

  • Cultivating competence across core public debt management responsibilities

Consulting work for supranationals and government agencies has focused on preparing marketing materials and marketing platforms to facilitate capital markets issuance and strong engagement with investors and other key stakeholders.  These projects have involved hands-on website design, and writing policy papers on funding strategy and stakeholder relations frameworks. 

Additionally, provided two-year mentorship for a senior African central bank debt management professional as a Candidate Fellow for the Macroeconomic and Financial Management Institute of Eastern and Southern Africa’s (MEFMI) Fellowship Development Program.

Prior to full-time consulting, worked for 22 years for Deutsche Bank AG in London, the last 15 years spent leading the firm’s investment-grade sovereign, supranational and agency (“SSA”) coverage efforts.   Actively engaged in advising SSA treasury teams on numerous aspects of debt management, ranging from: 

  • Annual funding strategy

  • Funding execution via auctions, private placements and syndications

  • Investor relations

  • Liability management operations 

  • Liquidity management 

  • Local and foreign currency borrowings

  • New issue marketing strategies 

  • Primary dealerships

  • Risk mitigation

  • Secondary markets trading

 

Key Qualifications

Since leaving Deutsche Bank in 2015, I have worked as an independent consultant with the AIIB, World Bank, IMF, and with other government agencies and experts.  I work flexibly as required: as a member of an integrated team or as a member of an external team; with senior or middle management; or on a one-to-one or group basis with governments, supranationals, or agencies. I engage with clients via direct training sessions, delivering presentations or preparing written policies or reports.

Experience in a range of diverse countries has broadened my consultancy expertise: delivering strong analytical, communication and presentation skills.  I have demonstrated an ability to work within strict timetables, leveraging my experience of public debt management.  Throughout, I relied on my considerable capital markets experience to facilitate the development and execution of debt management policies into successful strategy implementation.

While at Deutsche Bank, I successfully expanded my range of responsibilities over time, from an original focus on the three Washington supranationals and Bank of England to include all major supranationals, nearly all European sovereign debt management offices and government agencies, as well as the main Japanese government agencies.  I was instrumental in delivering innovative financing solutions - either via first-ever landmark offerings in EM currency markets or via developing new strategies for a government's debt portfolio, and expanding the range of techniques and instruments handled.

Project work has been undertaken across the globe:

  • Central and Eastern Europe - Eurobond issuance, investor relations, liability management operations and

    local capital markets development

  • Eastern Caribbean - local capital markets development and investor relations

  • North & South Asia - Eurobond issuance, government securities markets, liability management operations and primary dealerships

  • Middle East - establishing a debt management office, outlining governance and institutional arrangements and delivering training seminars on investor relations.
